The need for Tier II became apparent not long after the Anchorage Youth Court project was began in 1996. The youth court handled many of the less serious 1st offenses, and the more serious/dangerous offenders were often being referred to closed services in a detention facility because there were few alternatives for those who fell in between. Volunteers of America started the Tier II program in 1999 for offenders who were too serious to be referred to youth court but not dangerous enough to justify being locked up. A Sentencing Coordinator in Tier II acts as case manager for juveniles referred from the Intake Unit at McLaughlin Youth Center and holds young people accountable for completing requirements ordered by their Juvenile Probation Officer (JPO). Just over 31% of all referrals are referred on felony charges. Services provided by program staff include:

  • Meeting with and discussing ordered requirements
  • Coordinating community services hours
  • Scheduling youths for any assigned educational classes
  • Verifying, forwarding, and completing cases
