The Civil Alcohol Diversion (CAD) program at Volunteers of America is our department’s most recent addition and has been implemented through a partnership with the Brown Jug, Inc. Staff at Volunteers of America Alaska provide monitoring for minors referred to the program by the Brown Jug and help facilitate their completion of alcohol education and two victim impact panels. This program is different than the other monitoring programs at Volunteers of America in that participation is not ordered by a court or other authorized body and is 100% voluntary. Youth under 21 are referred to the program from Brown Jug’s Loss Prevention department after being caught in violation of Alaska Statute 04.16.049 (Access of Persons Under the Age of 21 to Licensed Premises). In exchange for a reduction in the civil penalty owed to the Brown Jug, they may choose to pay for and complete all elements of the CAD program. Once proof of attendance at each of the requirements is obtained and it is verified, their compliance is reported to the Brown Jug and their files are closed. Services provided include:
  • Scheduling a state-approved ADIS class
  • Close monitoring of progress
  • Verification of attendance and MADD / STAR classes
  • Verifying, forwarding, and completing cases
REQUIRED CLASSES

Each participant is required to attend a STAR (Standing Together Against Rape) presentation linking alcohol consumption with greater risk of sexual assault.  This panel typically takes place at Volunteers of America at the end of one of the days’ PFL (Prime For Life) classes. PFL is a 3-day state-approved Alcohol and Drug Information School that intervenes during the experimental stage of substance abuse when adolescents are yet to develop a serious alcohol or drug problem and can be positively influenced by an age appropriate introduction to and review of the possible negative consequences of their actions. Participants are also required to attend a Victim Impact Panel sponsored by Alaskans for Better Choices.  The panel exposes young people to victims’ whose lives have been adversely affected by irresponsible alcohol use and aims to reduce underage and otherwise irresponsible
drinking.
